Eight years ago, at age 14, Janice not her real name was one of the youths in the agencys care. The Halton resident says her parents tossed her out onto the streets when her behaviour became unmanage- able. She lived with a friend at first, then in the intervening four years, until age 18, lived with three foster fami- lies. With the help of the CAS, Janice moved into her own apartment when she became an adult in the laws eyes. At that point, she had to learn how to budget on a fixed income, clean, cook, study and manage her time between classes, homework and a part-time job.
