The vote gives the union a strong mandate if they need to use it, he said. "It's part of the process," said Ellis. "They have to do it to allow themselves to take the next couple of steps. It won't have an effect on negotiations." The vote allowed the union to seek a `no board report' from the Ontario Labour Board, expected in about a week. Halton secondary teachers can stage a legal walkout 17 days after the report is issued. Following last week's strike vote, union president Larry Chud said he was pleased 700 teachers participated and noted having a strong strike mandate is part of the process of reaching an agreement. But he admitted the situation concerns some union members. "A lot of people are wondering what's going to happen," said Chud. "The uncertainty wor ries people." The teachers vote was probably aimed at helping negotiations and ending a strike rather than creating one, says the Halton Council of Home and School Associations president. "I hope that's how it's perceived," said Yvonne Milwain. "I like to think teachers have the best interests of students first and foremost in their minds." She said if any class time is lost, it will be more critical because the high school curricu lum is being condensed from five years into four. `Tim e is precious," said Milwain. "I don't think students can afford the time out." Workload and compensation have been cited as major issues for Halton's secondary teachers, who haven't had a raise in seven-eight years. Workload issues include the extra class requirement and Bill 74, which gives the educa tion minister discretion to make extracurricular work (after-school academic help, coaching and supervision of other activities) mandatory for teachers. Making extracurriculars mandatory won't help the situation, said Milwain. "Both elementary and secondary teachers willingly give up their time after school," she said. "Students are not lacking anywhere." Milwain's also concerned teachers may have to handle classes for seven of eight school peri ods. She believes staff make good use of existing preparation time, such as helping students who have difficulties. "Extra workload would inhib it this from happening." The home and school representative also believes teachers deserve the same increases as anyone else. Milwain believes provincial requirements are controlling the board's approach to contract talks. `T hey haven't given the boards much lee way," she said. "But it's the boards that have to negotiate, not the province." During the contract dispute two years ago, Halton's public secondary teachers walked out for one day.
