Wednesday May 26, 1999 THE OAKVILLE BEAVER COMMENT AT Legacy of Harris years shouldn't put election in doubt With only about a week left in the race for the top job in Ontario, I have to admit to being a bit puzzled. Just where are the hard-hitting Liberals? Mike Harris has never been so vul­ nerable as he is in this election; the economy is roaring ahead at breakneck speed and he's taking the credit. But what of his less than stellar social suc­ cesses with the nurses, the teachers, the poor, the disenfranchised, the apart­ ment dwellers watching rents skyrocket without rent controls...with many Ontarians who can't help but notice the chasm between rich and poor that's widening day by day under this regime. This province, now, is bent on build­ ing a prosperous society on the backs of the most vulnerable. Its legacy is, shamefully, people begging on street comers or wiping windshields at the comer of Spadina and Queen. That, by the way, is a far cry from the Tory vision of, say, a Bill Davis. But this is indeed the product of Mike Harris. As one business man admitted, he has to silence his own social conscience when he casts his vote for Harris on June 3rd. And yet I can't say with any certain­ ty that I have seen much made of this weakness of his. My, how his handlers must have loved the strong perfor­ mance by Howard Hampton: a perfect man for the job of dividing the left in the province. The stronger he looked, the more Harris egged him on. With Tory back- DIANE HART room strategists like Tom Long gleeful­ ly watching, Hampton took centre stage and Harris took full advantage. His timing, as usual, was impeccable. Dalton McGuinty and his Liberals have had weeks to make best of the weaknesses of a Harris government. The night of the televised debate was the perfect time to rev up the opposition engine. It didn't happen. On health care, McGuinty has been solid. His remark about Women's College Hospital was right on the mark: that when you have something excel­ lent you should nurture it, not kill it. These are words that should have been said weeks ago. In any election, timing is everything. The debate occurred at a critical time in the campaigns - this was a time to shed the nice guy image and go for broke. Tentative just doesn't cut it when some­ one is accusing you of not being up for the job. On Global this past weekend, McGuinty said what he should have said long ago: 'This guy is a bully. He has pushed people around. He has hurt our sick. He has deprived our children of educational opportunities. He has attacked people on welfare...He has divided our province...." My sister, a teacher, says the fact M cGuinty was less than inspiring on the night of the debate is neither here nor there. He wants to spend more on health care, education and bring back rent controls; that's what she wants to hear. Compare this to the crackdow n governm ent o f M ike Harris, now bent on freeing a fearful citizenry o f squeegee-w ield ing homeless kids, and you've got an ocean o f difference between the two major choices. Question is: what do people in Ontario want more? Purpose: The Planning Act requires municipalities to carry out a minor review o f their Official Plan every five years The five year review process also permits residents, property owners, other governmental agencies, etc. to reconsider the policies set out in the Official Plan with a view to updating them and keeping them in focus with the most current desires of the community as a whole. This amendment, the result o f six Public Open Houses, a Development Industry Open House and a Staff and Agency Review, updates the Plan in all areas. While most o f the changes in this amendment are smaller and/or o f a housekeeping nature, all o f the changes included reflect input received from the public, from other agencies, and through a detailed staff review o f the Plan. The larger policy changes not included as part o f this amendment, such as the Mid-Town Core Study, the Environmental Policy Review and the Infill Housing Policy have all been dealt with as separate amendments and are not a part o f this amendment.
